I am directed by the Board of Trade to acknowledge the receipt of Mr. Russell's letter of the 22nd instant, relating to the impending arrival in this Country from Hong Kong of a Lunatic named Alexander Thomson, and to state, for the information of Mr. Permanent Secretary, Colonial Office, that they think it will be expedient to leave the arrangements for the patient's removal to his relatives, or to the proper local authorities, this Board having no responsibility on account of seamen, and no funds from which any charges for them can be met, after arrival in the United Kingdom.
